I believe the article you are referring to is this one:

B. Irving:
Scandium Places Aluminum Welding on a New Plateau,
Weld. J. vol.76 no.7 (1997) pp 53-57

I don't have it available right here, but if I remember correctly the article is not very thorough and a quite limited number of publications on welding of Sc-containing Al-alloys is quoted. I also believe that some of the quoted results are from the scientists of the late Ashurst Technology, who at this time were entering the market with their Sc-containing alloys. I am not saying that their results are wrong or misleading or anything but I believe in beeing critical to what is publised.

A supplement to the article of B.Irving could be the more comprehensive review by Ishchenko and Labur:

A.Ya. Ishchenko and T.M. Labur:
Weldable Scandium-Containing Aluminium Alloys,
Welding and Surfacing Reviews vol. 9 (1998) pp. 1-109

This is mainly (maybe solely, I don't recall) based on work made in Russia and in the former Soviet Union. Nevertheless, I believe it is worthwhile taking a look at it.
