Apparently it is a problem. My folks were considering buying my friend's mothers 1999 Camry XLE w/4cyl. engine. (It's an estate sale so it isn't being sold as a way of getting rid of a problem car.) My friend is probably not even aware of the "gelling" issue. Anyway, my mom and dad mentioned to my cousin about the car. He told them he had a '99 Camry (don't know if it was the 4cyl. or 6cyl but it doesn't matter since the problems seems to exist with both engines) and he had problems with the blue smoke you have experienced. I search on online and found the following information on a website. Click on this link: http://www.synlube.com/serv05.htm You'll have to scroll down to get to the Toyotas.
I have always said that I would not be opposed to buying a used Toyota with 100,000 on it with their history of reliability. I'm not so sure anymore. Good luck. Hope this was helpful.
