Unless someone said it was run w/o oil, it would be unreasonable for anyone to state that that was the cause without some evidence. The actual failure mode needs to be determined. The oil should have been tested to determine if it was contaminated with perhaps water or coolant. You will probably have to get the area factory rep involved and maybe the state's attorney general's office to help. Also it might be possible to find an independent shop to inspect the engine remains.
