The Runtime key is not needed to get the configuration up and running. The only thing the Runtime license does is to remove popups which indicates that you are using a demo version. So the problem lies either in your configuration or in the hardware you are using to communicate with. Ethernet or a cp card perhaps??? Check the Pg/Pc interface settings under the contol panel in Windows.
