USA suffered the extreme situation in the electrical supply of very big territory with much population for third time. That certificates about the principal disadvantages of electrical energy system in USA and its connection with Canada.
I develop the principle new technology of electrical energy transmission, which provides strict stabilization of operating voltage and excludes completely the possibility of similar faults. I am ready to take part in the project for improvement of electrical system in USA, which will provide the reliable electrical supply total territory of USA, as a consultant with the rights of the technical supervision.
The developed technology of electrical energy transmission is presented in the book “Electrical energy transmission by alternating current”, which was published in 1990 by publishing house “Energoatomizdat”. It was not possible to publish this book in USA because of the position of EPRI experts (Electrical Power Research Institute in California).
As a matter of fact the leading elecrotechnical and electro energetic company in the world are interested in the income but not in the technical results. For this reason they develop and propose for the market high expensive but low effective equipment for electrical energy transmission, which does not provide the reliable operation of electrical system. And besides they are outside of responsibility for similar faults.
Some years ago (1997) I proposed to utilize the developed control system in USA at the conference “The Future of Power Delivery in the 21st Century” in EPRI. During discussion this system with EPRI experts no disadvantages were discovered. But they did not support my proposal because they were developing another system, which is very expensive and low effective.
The examination of my system was provided in India, where BHEL company manufactured and installed into the operation in 2001 the fast-acting device for operation voltage stabilization at 400 kV network in accordance with my project. The operation of this device during two years confirms completely its excellent characteristics and the efficiency of its utilization. The information about this experience was given at CIGRE conference in Paris in August 2002.
In November 2002 during the visit of Russian delegation to Brasilia it was shown high efficiency of my system by means of computer model in the “Operador Nacional do Sistema Electro” (Transmission Service Administration), Rio de Janeiro. In the case of switching off one, two and three supply lines from nine parallel lines in Parana system it continues to operate stable and to transmit total electrical energy as before these faults.
Naturally similar model calculation were carried out in Saint-Petersburg State Polytechnical University (SPbSPU) repeatedly with the same results.
Short information about me. I graduated SPbSPU in 1953 with electrical engineer degree in High Voltage Technology. From that time I am working in this University till now. During the last 30 years I am chief of Electrical and Electronics Apparatus Department. I published 20 books and more than 300 articles for different problems of electrical engineering. In 1977 I was elected as Senior Member of IEEE (New York), and in 1986 as Fellow IEEE (only one from Russian). In 1991 I was elected as correspondent-member of Russian Academy of Science. In spite of solid age I continue to work active, I am publishing every year new technical books and I have close cooperation with some companies in India, China, Brazil.
I can guarantee with full responsibility as an expert that the USA electrical system will operate very reliable without these dangerous faults by utilization of my technology of electrical energy transmission. And besides the expenditure for the new equipment for transmission lines will be not more than 15 % from the cost of transmission lines. The necessary equipment can be manufactured at any transformer factory, which is producing transformers for the same level of operating voltage.
